Request for Technical Service Provider Proposals (RFP)

The American Lamb Board (ALB) is pleased to announce a Request for Proposals (RFP) for qualified Technical Service Providers (TSPs) under the USDA’s Advancing Markets for Producers (AMP) Program.

ALB is seeking experienced professionals to join a pool of service providers delivering technical assistance to sheep producers nationwide. This initiative supports producers in strengthening their operations, expanding market access, and improving long-term sustainability.

Program Purpose

Through the AMP Program, ALB will support 150 selected sheep producers by providing individualized technical assistance aimed at:

  • Improving production efficiency and profitability

  • Advancing conservation and regenerative agriculture practices

  • Strengthening supply chain coordination and market readiness

  • Enhancing resilience to environmental and economic challenges

TSPs will play a critical role in delivering tailored, operation-specific guidance aligned with these goals.

Scope of Work

Selected TSPs will provide a range of technical services, including:

On-Farm Assessments

  • Initial in-person visit and final completion visit

  • Comprehensive evaluation of producer operations

Technical Planning & Support

  • Grazing management and conservation planning

  • Flock health, nutrition, and reproductive strategies

  • Infrastructure and resource management recommendations

  • Soil health and nutrient management planning

Performance & Data Systems

  • Recordkeeping and benchmarking systems

  • Farm data reporting for program calculators

  • Genetic improvement tools (e.g., NSIP)

Market Development

  • Market readiness assessments

  • Value chain alignment strategies

Delivery Methods

  • On-site technical assistance

  • Virtual consultations

  • Written plans and recommendations

Minimum Qualifications

Applicants must demonstrate:

  • Expertise in sheep production systems

  • Experience delivering technical assistance to producers

  • Knowledge of NRCS conservation planning and standards

  • Background in Extension, outreach, or producer education

  • Strong communication skills across diverse audiences

Preferred Qualifications

Preference will be given to applicants with:

  • NRCS-certified TSP status or Extension affiliation

  • Academic or professional background in animal science, range management, or related fields

  • Experience with regenerative agriculture systems

  • Familiarity with regional production conditions

Deliverables & Expectations

Selected TSPs will be responsible for:

  • Conducting baseline producer assessments

  • Developing written technical plans and recommendations

  • Providing follow-up assistance

  • Maintaining service records

  • Submitting periodic reports to ALB

  • Hosting at least one regional workshop at a grant site

  3. Geographic Service Area

    • Regions where services can be provided

Timeline & Compensation

  • Anticipated Start: July–September 2026

  • End Date: September 2028

  • Compensation: $4,000 per producer
